I am of the opinion that internal sound tweeter should be properly installed onto the nesting planks in your BH.
The way you installed must allow those birds to rest on it and once they feel secured they will quickly start building their nest around it.
The key point is to install these tweeters in a manner where you encourage those birds to stay and start building their nests closed to it and not to torture them which might let them decide to leave your house.
I took some pictures of some weird ways of installing these tweeters and see if you can evaluate how tough it is to be a tenant in your BH.
Picture no 1:
You can see that the tweeter is about 1-11/2 inch below the nesting plank.
It was held by those steel band that force any birds to purge on it but once she/he decide to start building his nest he needed to fly up.
Why must you make their life difficult.
You should install these tweeters onto the nesting plank or in my case on those corner covers?

This particular tweeter assembler prefer to install his his tweeter high up until one end of the tweeter touches the ceiling and it slant at a 45 degree angle.
A very odd but common practice that force those birds to hang onto the nesting plank only.
He might have his special reasoning but why should you make their life difficult?
Gave them what they like most and make them feel welcome.
Try to think of ways to install your internal sound tweeters to suite your tenant.
Also do some research on what is so important an internal sound tweeter is to your BH.
It have multiple functions and you ought to understand all of them before making any wrong decisions.
